What is Nico Nico Nii?
The phrase "Nico Nico Nii" is the catchphrase of Yazawa Nico [矢澤 にこ] in Love Live! School Idol Project. In Japanese it is written にっこにっこにー, and you'll see it romanized as Nico Nico Nii, Nico Nico Ni, or Niko Niko Nii. After the anime aired, the line started showing up on 4chan, Reddit, and other boards popular in Japan and among otaku in the West.
The character Nico Yazawa has an aggressive personality and is quite self-confident. Sometimes she needs to switch on a brighter, more moe personality to act like an idol, so she throws out "Nico Nico Nii" to play cute.

The smile her father left her
In Nico's School Idol Diary chapter, the jingle is older than the school-idol group. Her parents named her Nico hoping she would always have a smile on her face. Her dad would sing "nico nico nii" whenever he said her name, and again when he took family photos. After he was no longer around, she kept throwing that same smile at her younger siblings — and later at a stage.
The Name Nico Yazawa
Some people write Nico Yazawa, and that official romanization is not wrong. Japanese doesn't use a standalone letter "C" the way English does, so the given name is niko [にこ] in the native script.
