Synopsis: Decades in the future, humanity is besieged by an alien race known as new. These inhuman beings leave devastation in their trail whenever they appear, with their efforts to prevent them from becoming known as new confrontations. Young women known as "Pandoras" and young people known as "limiters" are implanted with stigmats to give them powers about Human and are trained in military gyms where they must learn to work together if humanity has a chance to survive.

The freezing tells the story of Kazuya Aoi, while he leaves for his first day at the Western Military Academy, just as a Battle Royale is being performed by the pandars. This is where he confuses the satellite El Bridget - a powerful Pandora known as the "untouchable queen" - as her deceased sister and hugs her. Although he costs her the match, she discovers that his touch does not move her away and decides to consider it her limiter.
